 Dear Sir and W Bro/Bro/E Comp/Comp.,

 Computer generated returns in duplicate of your Lodge/Chapter for the year 2007 are enclosed.

Secretaries/Scribes ’E’ of Lodges and Chapters are advised to exercise extreme care in compiling the returns. No carbon is necessary and erasures are to be avoided. The name of every member should appear on the return including those whose membership commenced or ceased during the year. Please check and ensure that the spelling of members’  names corresponds with the name given in the Registration Form A.

Please ensure that the instructions given in the enclosed letter from United Grand Lodge/Supreme Grand Chapter of England are strictly complied with. Where the ‘date of birth’ is not shown please enter the same as recorded in the Registration Form. On completion, the original copy of the return has to be sent so as to reach DGL office on or before 19th January 2008 along with your remittance as follows:

In respect of Lodges, the Annual dues payable for each member who was on the rolls on any day between 1-1-2007 and 31-12-2007 is GBP 4.75 x Rs.92.50/- (Rs.440/-) while for new initiates and for those who joined from other recognised Grand Lodges, the Registration fee payable to United Grand Lodge of England  is GBP 27.00 x Rs.92.50/- (Rs.2,500/-) each. (Refer Circular No.2 dated.19.2.2007).

In respect of Chapters, NO ANNUAL DUES are payable to Supreme Grand Chapter of England. Registration fees are payable  at the rate of GBP15.00 x Rs.92.50/- (Rs.1,400/-) for each Exaltee and for those who Joined from other recognised Grand Chapters  (Refer Circular No.2 dated 19.2.2007).

For Brethren/Companions who are below the age of 25 years and those who complete the age of 25 during 2007 the rates may be reduced by half, both for Lodge and Chapter.

The dues shall be paid by demand drafts or cheques payable at Chennai,in favour of the District Grand Lodge of Madras or the District Grand Chapter of Madras, as the case may be.

Secretaries of All Lodges.                                                                   

 

Dear Brother Secretary,

 

Attention is invited to Para 8 on page 352 the proceedings of the Quarterly Communication of the United Grand Lodge of England held on 12th September 2007. Paragraph 5 to 9 thereof are reproduced below for ease of reference and compliance.

 

Attendance at Lodges Overseas

 

5.   The continuing growth in overseas travel brings with it an increase in visits by our Brethren to Lodges of other jurisdictions, and the Board welcome this trend.

 

6.   From time to time, however, Brethren become involved with Masonic bodies which Grand Lodge does not recognize, e.g. in visiting a jurisdiction which, quite legitimately so far as it is concerned, accepts as visitors Brethren from Grand Lodges which are not recognized by the United Grand Lodge of England. In this       connection, Brethren are reminded that it is part of their duty as members of the English Constitution not to associate Masonically with members of unrecognized constitutions, and should such a situation occur, they should tactfully withdraw,  even though their visit may have been formally arranged.

 

7.   To avoid this danger, and potential embarrassment to hosts, Brethren should not attempt to make any Masonic contact overseas without having first checked (preferably in writing) with the Grand Secretary’s Office at Freemasons’ Hall, Great Queen Street, London WC2B 5AZ, that there is recognized Freemasonry in the country concerned and, if so, whether is any particular point which should be watched.

 

8.  The Board recommends that the terms of this warning should be repeated :

a.  verbally in open Lodge whenever a Grand Lodge Certificate is presented, and

    b.  in print once a year in a Lodge’s summons.

 

9.   Brethren should also be aware of the Masonic convention that communications between Grand Lodge be conducted by Grand Secretaries. They should therefore  not attempt without permission to make direct contact with the Grand Secretary of another Constitution. This does not preclude direct contact on a purely personal level between individual Brethren under different Grand Lodges.

 Sub:- Fee Payable by Young Masons

 

Attention is invited to the recent amendments to the Book of Constitution. The newly inserted Rule 270 B together with other relevant rules is appended below. Lodges are requested to comply with these rules forthwith. Necessary amendments to Bylaws may also be made in due course. Nevertheless, these Rules are immediately applicable.

270. Fees shall be payable to the Fund of General Purposes in respect of

 

(a) the Registration of

1.       A Grand Officer, present and past, on first appointment

2.       A Deputy or Assistant Metropolitan Grand Master or a Metropolitan Grand Inspector (under Rule 60)

3.       A Deputy or Assistant Provincial or District Grand Master (under Rule 66)

4.       A holder of Overseas Grand Rank (under Rule 93)

5.       A Mason, inclusive of Grand Lodge Certificate (initiation, or joining from a Lodge not under the Grand Lodge)

                        (i)                   in a Lodge in England and Wales that is unattached

(ii)                 in a Lodge in a Metropolitan Area or a Province

(iii)               in a Lodge in a District

(iv)               in a Lodge abroad not under a District

 

 (b)        the replacement or amendment of a Grand Lodge Certificat

 (c)        a certificate for a Serving Brother

 (d)       a Dispensation by the Grand Master

of such respective amounts as shall be fixed for each calendar year by resolution of the Grand Lodge in the preceding  June.

 

270B. (a) The dues payable to the Fund of General Purposes under Rule 269 and the Annual Contributions payable to the Grand Charity under Rule 271 shall be reduced by 50 per cent in respect of any Brother initiated in the Lodge who was at  any time during the relevant year under the age of twenty-five and his  subscription to the Lodge shall be reduced accordingly, but such reduction shall   be disregarded in determining for the purposes of Rule 145 whether all the members of the Lodge entitled to the same privileges pay the same subscription.

             (b) The fees payable under Rule 270 shall be reduced by 50 per cent in respect of any Brother under the age of twenty-five.”

 

145.      All members entitled to the same privileges of a Lodge must pay annually the same amount of subscription, save that, if the by-laws so provide, a smaller rate of annual subscription may be fixed for members who, for some cause satisfactory to the Lodge,  are not in a position to enjoy such privileges regularly. No Lodge may by its by-laws or otherwise provide that any subscribing member thereof shall not be entitled to receive summonses, or be disqualified from holding office therein, but a Lodge may in its by- laws provide that members who are in default in the payment of their subscriptions for some specified period, not less than three months after their becoming due, shall be deprived while so in default of all or any of the rights of voting, proposing or seconding candidates, and being appointed or elected to office.

Sub: Using email accounts set up on DGL of Madras’ email server and  website space for all Lodges in the DGL of Madras.

 

 

Sirs:

 

The official website of the District Grand Lodge of Madras is hosted on the servers of “hostmysite.com” the company offers along with web space 500 email accounts.

 

This provides us with an opportunity to

 

  1. Use exclusive email addresses which carry the “DGL of Madras” name along with every email creating a unique identity on the internet.

 

  1. Ease communication with Secretaries of Lodges – when we provide each of the Secretaries with an email account which will not change but will be handed over form one Secretary to another.

 

  1. Save costs in communication when circulars and other communication can be sent by using the internet. Every letter that is posted today costs about Rs. 6/- to deliver and this, not taking into consideration the cost of printing and stationery.

 

All this is available free of charge, since we are paying for the web space anyway.

   

  1. Every Secretary of a Lodge in the District can henceforth use the email account set up for him on our email servers.

 

  1. Start sending all official communications through this channel.

 

  1. Request all officers of Lodge as well as the District who have been provided with email accounts to use only the “DGL of Madras” email account for official communications.

 

The advantages of a presence on the web cannot be underestimated. The company which hosts our website has provided us with 2 GBs of space and at the moment we are using only a fraction of this space. This space available translates into an opportunity for the DGL of Madras to allocate space on the web server to every Lodge free of charge to enable them to develop and maintain their websites.

 

Every Lodge will be free to design their website in any manner they like. We can provide you with a username and password which will allow you to do so. In fact Lodge Cauvery and Lodge St George have already availed of this.

 

If there are any concerns or any further information that may be required we would be happy to provide the same.

VARIOUS BRETHREN

 

 We notice that in addressing various ranks of Brethren, there is a noticeable lack of adherence to age-old practice. Hence this clarification.

 

  1. When addressing Brethren of ordinary rank – the letter may start with Dear Sir & Bro.

 

  1. When addressing a letter to your W.M. or a Past Master – it should be  Dear Sir & Wor. Bro.

 

  1. When addressing letters meant for the RWDGM, it should be Dear Sir & R.W. Bro. and not sent directly to him but only through the District Grand Secretary.

 

No envelopes should have any Masonic Ranks mentioned – and should be addressed to plain “Mister’ so and so.

Dear Sir and W Bro/Bro/E Comp/Comp.,

  

The M W the Grand Master has appointed W.Bro.C.N.R.Brown, Deputy Grand Director of Ceremonies, as Grand Secretary and Grand Scribe Ezra with effect from the 1st February 2007.

 

Brother Brown, who is known as Nigel, was born in Lusaka in the then Northern Rhodesia and was educated in Southern Rhodesia. He is married with two adult children and has been a freemason for 19 years.

 

He was commissioned from the Royal Military Academy Sandhurst into the Grenadier Guards, retiring as Captain. He then spent 15 years in senior management in three London companies, and for the past 12 years has been a business consultant specializing in advising clients on winning competitive global tenders.

 

This circular may be read in the Lodge / Chapter at the next meeting.

 Dear Sir & E Companion,

 You are probably aware that important and extensive changes have been made to the ritual of the Royal Arch and its regulations. Supreme Grand Chapter have sent us detailed instructions on the enforcement of these changes, copies of which were sent on to your Scribe ‘E” and the D of C of your Chapter. For ready reference, however, I am attaching a copy with this communication. Please do make sufficient copies of the same for circulation among your own companions. The D of C  or a senior Companion may be requested to handle this since some portions are meant only for Past Principals.

 

Arising from this M E Grand Superintendent, E Comp K R N Menon is particular that the new rituals are adapted by Chapters in the District as early as possible. He has also been keen, for the past some years, that ritual working in Chapters should improve in order that the interest of the younger Companions is evoked and sustained and also that more brethren from the Craft lodges are drawn to the Chapter. With this in view, M E Grand Superintendent has directed me to constitute a group of senior Companions who are interested and well-versed in  working  the Chapter ritual to carry out exaltation and installation ceremonies either through demonstrations or  at actual Chapter meetings in the District. This exercise should evoke substantial interest in Chapters and its members to take a more active part in their own Chapters over a period of time.

 

While we are aware that quite a number of Chapters achieve good  ritual working,  other  Chapters might need assistance in this regard. The expert group of Preceptors presently constituted is  as follows :-

This is not a final list, but only a preliminary core group formed to take this idea forward. Chapters and Past Principals are more than welcome to suggest names of their Companions who can undertake this service to the Royal Arch. A certain amount of travel around the District by those willing to do so would also be necessary.

 

M E Grand Superintendent desires that individual Chapters discuss this initiative on a priority basis and respond within at least two weeks so that a programme could be drawn up for the Preceptors to follow. Please therefore respond at the earliest after consulting your Permanent Committees and let me have answers to the following:

 

  • Would you like a Preceptor to visit your Chapter for a demonstration or ceremonial working?

 

  • When would you like such a visit?  Give two dates, if possible.

 

  • What ritual would you prefer to be taken up during the visit, exaltation or installation? Or both?

 

  • Would you like to nominate a Past Principal to join the group of Preceptors?

 

  • Would the Companion so nominated be able  to visit Chapters working in areas other than his own?

 

The District Office would independently be making out a suggested itinerary  for this purpose which could be amended to suit the needs of Chapters as desired.
